Regional contractors solicited are Brasfield & Gorrie, Roy Lewis, Sanderson, Gary C. Wyatt, D.L. Acton, Doster, Hoar, ECC, and Sauer.  

No local contractors responded to our survey.  Only Doster Construction and Gary C. Wyatt submitted prequalification responses.  After interviewing both companies, the committee recommends Gary C. Wyatt General Contractor, LLC.  Church building is a true ministry for Wyatt with experience in building 157 churches.  Further, his labor and overhead structures were the most competitive.  As a bonus, he is willing to donate 100% of all cost savings (vs. budget) to the church.

Sub-contractors will be solicited on a bid basis.  The construction sub-committee will have oversight of all sub-contractor selections and will be able to monitor construction progress and budget adherence real time.  

Tommy Kellogg will explain this recommendation to the body on August 6, 2006. 

Property Sub-Committee
Pete Meece, Mark Walley, Lawrence Corley, Doug Molyneaux

Due diligence continues on the Butts property with closing scheduled for the end of August.  Mark Walley has completed the survey validating the property is 17 acres.  Dr. Sanders assessment indicates 6.38 acres of wetlands, similar to the 1994 result.  We have begun the process of mitigating all 6 acres.  Master Planning has progressed to the point that we can begin civil engineering; specifically geotechnical work in early August.  

Financial Sub-Committee

The financial subcommittee continues to work on a budget to finance the building of our new church; reviewing SBA and other loan opportunities and applying for grants.  Due to our liquidity concern with the beach site; we have determined that a capital fund raising program is essential to help finance our new facility.  Phase 1 cost estimates are still very rough, ranging from $12-14 million.  We will refine these estimates after our contractor develops a gross maximum price (GMP).

Accordingly we have interviewed several potential capital fund raising consultants to help us accomplish the most successful program possible.  RSI is the leading candidate due to their Biblical stewardship philosophy, size and experience.  They have helped over 6700 churches fund new building campaigns.  Former gulf coast pastor, Jim Keith, would be the consultant assigned to First Baptist Long Beach.  Our goal is to kick off the capital fund raising campaign in the fall.

The Publicity Sub-Committee is underway with billboards that will advertise church services at the middle school.  The Committee is working on various communication ideas to promote our facility.
